A new industry survey by CTERA reveals that cybersecurity and cost optimization remain top priorities for IT leaders in 2025, while artificial intelligence ambitions face significant implementation challenges. The 2025 State of Data and Cloud Strategy Survey Report found that 80% of organizations prioritize cybersecurity, followed by cost optimization at 61%, with AI ranking third at 57% despite growing enthusiasm for the technology.

The report highlights the pervasive threat of ransomware, with every surveyed organization reporting at least one attack within the past two years. The consequences were severe: 17% experienced permanent data loss across their organization, 10% paid ransoms, and 14% remained uncertain about how their attacks were resolved. These findings underscore the critical need for robust data protection strategies as organizations increasingly rely on digital infrastructure.

While AI adoption ranks high on priority lists, the survey reveals significant implementation gaps. Seventy percent of IT and security leaders report partial deployment of AI-based assistants, with another 27% in pilot phases. However, organizations face pressure from investors to implement AI for specific goals: 64% aim to improve customer experience, 64% seek enhanced predictive intelligence, and 53% want to boost query accuracy. Only 10% are focused on addressing the skills gap needed to achieve these objectives.

Compliance and security emerge as major barriers to AI deployment, with 67% of organizations citing regulatory concerns as their biggest hurdle. Additional challenges include security risks such as data exposure or misuse (57%), data silos limiting AI access (45%), and implementation costs (44%). The survey also reveals a leadership divide in cloud strategy adoption. Sixty-one percent of IT and security leaders prioritize cloud technologies over private data centers, but this enthusiasm varies by seniority level. Twenty-six percent of C-level executives strongly prioritize cloud adoption, compared to just 11% of VPs and 9% of directors, indicating strategic alignment at the top but more cautious implementation across organizational levels.

CTERA's survey methodology involved 300 senior IT and security leaders from organizations with more than 2,500 employees across the US, EMEA, and APAC regions. All participants managed over 100TB of file storage, maintained at least five sites, and expressed willingness to use enterprise file sync and share solutions. The research was conducted online by Global Surveyz Research earlier this year using randomized question ordering to minimize bias.
