DEIB Efforts Adapt Amid Political and Legal Shifts, New Study Finds

As political and legal scrutiny around diversity, equity, inclusion, and belonging (DEIB) intensifies, a new study by the HR.com Research Institute reveals the complexities organizations face in adapting their DEIB strategies. The HR.com’s Future of DEIB 2025 report indicates that while the perceived effectiveness of DEIB initiatives has reached an all-time high, organizations are also grappling with political and social backlash, fear of legal risks, and external pressures.

According to the study, 38% of HR professionals cite political and social backlash as the top barrier to enhancing DEIB effectiveness. In response, organizations are consulting legal experts, pausing or reevaluating DEIB training, and revising policies to align with new executive orders. Despite these challenges, 32% of organizations report high effectiveness in their DEIB initiatives, the highest level since 2018.

DEIB leader organizations, those deeply embedding DEIB into their operations, are significantly more likely to be top financial performers. These leaders are nearly eight times more likely to integrate DEIB into company values and over seven times more likely to allocate a formal budget to DEIB initiatives. Common strategies among these organizations include supporting employee resource groups and ensuring consistent internal DEIB communication.
