Hong Kong's 2025 Policy Address Unveils Comprehensive Strategy to Strengthen Global Trade Position

The Hong Kong Trade Development Council has welcomed the 2025 Policy Address delivered by Hong Kong SAR Chief Executive John Lee, which outlines comprehensive measures to strengthen Hong Kong's role as a global trade and business hub. The policy initiatives include establishing the Task Force on Supporting Mainland Enterprises in Going Global and creating the Economic and Trade Express through collaboration between Economic and Trade Offices, InvestHK, and HKTDC overseas offices.

Professor Frederick Ma, Chairman of the HKTDC, emphasized that these measures demonstrate the government's commitment to innovation and excellence. The policy address includes a substantial $1.43 billion injection into the BUD Fund to support various initiatives, including the HKTDC's E-Commerce Express and Hong Kong Shopping Festival. These investments are designed to showcase Hong Kong's capabilities as a superconnector and high value-added supply chain service center.

The newly announced GoGlobal Task Force, to be steered by the Secretary for Commerce and Economic Development, will enable both Hong Kong enterprises and mainland companies to expand overseas through the Hong Kong platform. This strategic move aims to help businesses tap into new markets and capitalize on emerging business opportunities in the rapidly changing global trade landscape.

Additionally, the Hong Kong SAR Government and HKTDC will bolster intellectual property financing at the Business of IP Asia Forum to promote Hong Kong as a regional IP trading center. Professor Ma noted that the HKTDC will leverage its network of 51 offices in mainland China and overseas, along with extensive experience in business matching through conferences and exhibitions, to actively support these policy initiatives.

The policy measures also focus on supporting small and medium-sized enterprises in key areas such as digital transformation and supply chain solutions. The continued organization of the Hong Kong Shopping Festival under the HKTDC's E-Commerce Express will cover mainland and ASEAN e-commerce markets, while the Creativity • E-commerce - Beyond Limits program will promote trade digitalization to lower costs and improve efficiency.

These comprehensive measures are expected to strengthen the competitiveness of Hong Kong enterprises and products in international markets while supporting the city's alignment with national development strategies and sustainable economic growth objectives.
