Ocean Networks Advances Hawaiian Islands Fiber Link with Key Contractor Selections
Ocean Networks has selected Prysmian and IT International Telecom to develop Hawaii's inter-island submarine cable system, marking a critical step in improving broadband access and digital equity across the state.

Ocean Networks, Inc. has finalized key partnerships for the Hawaiian Islands Fiber Link project, selecting global cable solutions provider Prysmian and submarine cable specialist IT International Telecom to develop Hawaii's inter-island fiber infrastructure. The collaboration represents significant progress in the state's broadband initiative, designed to dramatically improve high-speed internet access throughout the islands.
The HIFL project, a central component of Hawaii's "Connect Kākou" broadband program, will feature approximately 740 kilometers of state-of-the-art submarine cable supplied by Prysmian, while IT will provide essential engineering and installation services. David Blau, Chief Operating Officer of Ocean Networks, emphasized that securing these contracts marks a major advancement in the construction timeline, bringing the project closer to delivering improved connectivity for residents, businesses, educational institutions, and government entities.
Davide Taddei, Submarine Telecom Business Director at Prysmian, stated that the company's solutions are designed for performance, durability, and enhanced digital security, building on their track record in challenging submarine environments worldwide. Steve Arsenault, Vice President of Sales & Marketing at IT, highlighted their extensive experience with successful project delivery within the Hawaiian Islands and their commitment to strengthening inter-island telecommunications infrastructure.
The carrier-neutral, open-access system will feature landing sites on Oʻahu, Hawaiʻi, Maui, Kauaʻi, Lānaʻi, and Molokaʻi, with 24 fiber pairs and a 25-year design life. Expected to be operational by late 2026, the project is partially funded by a grant from the U.S. Treasury Department's Capital Projects Fund, with additional private funding secured by Ocean Networks.
