Wilmington Achieves On-Time Property Tax Distribution with Systems & Software's enQ CIS Platform
The City of Wilmington's successful implementation of Systems & Software's enQ CIS platform marks a significant improvement in municipal billing and tax distribution processes, enhancing customer experience and operational efficiency.

The City of Wilmington has successfully implemented Systems & Software's enQ CIS platform, a move that has not only streamlined its municipal billing and tax distribution processes but also achieved the city's first-ever on-time property tax distribution. This implementation comes after a thorough evaluation to replace the outdated MUNIS platform, with enQ CIS being chosen for its comprehensive capabilities in unifying utility billing, property tax, licenses, and inspection fees into a single, modern system.
J. Brett Taylor, Director of Finance for the City of Wilmington, praised the enQ CIS platform for its intuitiveness and ease of navigation, which significantly improves the customer and agent experience by providing transparent and searchable access to property information and billing. The platform's automation features are expected to reduce operational steps, enhance data accuracy, and increase transparency, marking a significant leap forward in municipal service delivery.
Adam Smith, Executive Vice President at Systems & Software, expressed pride in supporting the City of Wilmington in this transformative project. The enQ CIS platform was specifically designed to meet the city's goal of improving the customer experience, offering streamlined operations alongside greater transparency and convenience for residents.
A key feature of the project was its seamless integration with Paymentus, the city's credit card processing partner, enabling modern payment methods such as Venmo, Walmart Pay, autopay, and text-to-pay, among others. This integration, along with the successful conversion of financial and account data from the legacy system with minimal disruption, underscores the platform's capability to meet complex municipal needs effectively.
